Genesis 6:11-13

The earth also was corrupt before God, and the earth was filled with violence.

And God looked upon the earth, and, behold, it was corrupt; for all flesh had corrupted its way upon the earth.

And God said to Noah, The end of all flesh is come before me, for the earth is full of violence through them; and behold, I will destroy them with the earth.

God Elohim looked upon the earth and took care of His people that He made. But the people  committed more violence and corrupted their way on the earth, which led God to destroy them with the earth. Sometimes, people thought there was no God to uphold righteousness and justice in the world. However, God supervised everything on the earth and kept the order of the world of human beings. If some places were filled with violence and corrupt people, God would do something about it. But God had His own rules and principles to govern the universe, not according to our thinking and complaints.

In fact, before God decided to destroy human beings with the earth, He endured for a long time and gave them more time to repent, but they didn’t. Therefore, the repetition of punishment in those verses indicated that God wanted them to stop their evil ways. And the ark taking more time to build also expressed that God was still waiting for their repentance. God is the merciful, one true God.

In the entire Bible’s recordings, God usually hesitated for a long time before destroying some evil places or inhabitants.
